The new Support at Home program launches on 1 November 2025.
From 1 November 2025, the new Support at Home (SaH) program will replace the Home Care Packages Program and the Short-Term Restorative Care Programme. The program also caters for older people with disability who are not currently receiving NDIS support.
It will provide:
- Upfront supports, such as allied health, assistive technology and home modifications
- More classification and budget levels to better meet a person’s aged care needs
- Participant contributions are set by the government.
The current Commonwealth Home Support Program (CHSP) will be phased out by 1 July 2027.
If you are on the National Priority System waiting for a Home Care Package, you will transition to a SaH classification. If your needs have not changed, you don’t need to do anything.
To apply for SaH, you need an assessment. Don’t forget you can have someone support you through the assessment process.
After your assessment, you will receive a decision, and an individual support plan will be shared with your provider.
This plan will contain:
- A summary of your care needs and goals
- A classification with an associated ongoing quarterly budget; and/or
- An approval for short-term supports, which may include a budget for
- assistive technology
- home modifications
- restorative care (for example, intensive allied health services)
- end of life pathway.
You can choose which service you wish to receive and how many hours per month.
If your needs change later, you can have another assessment and move to a higher level classification.
An assessor may initiate a referral to an in-home aged care provider for you.

Prices and client contributions
You will:
- Not be paying for clinical services such as nursing and physiotherapy.
- Pay a small contribution for services that support your independence, such as personal care.
- Need to have an income and asset assessment similar to the Age Pension means test to determine how much you need to contribute.
Currently, providers can set their own prices. However, the Government has plans to set prices for aged care homes, as well as prices for SaH, from 1 July 2026.
