Victorian Parking Permits

Victoria recently introduced new State-Wide criteria to align with the Australian Disability Parking Scheme. The application is going online, with some changes to the scheme to make it more consistent across the state.

Online Application

The application is now an online process on the VicRoads website and is a 3 step process. Skip to paper-based application if you do not have access to a mobile phone or the internet.

  • Begin your application online
  • Take your reference number to your doctor or Occupational Therapist to complete the application
  • If your application is successful, your permit will arrive in the mail. Otherwise, you will receive a letter explaining the reasons for declining your application.

To apply or renew online, you will need to provide a mobile phone number. Mobile phone numbers are used to provide correspondence on your application. This correspondence includes the reference number you take to the GP or Occupational Therapist. This is mandatory for applying online. If you do not have a mobile phone or do not have access to someone who can assist with their mobile phone use for your application, contact your local council. They will provide you with a paper form you can take to your GP or Occupational Therapist to complete the functional assessment. Paper form applications take longer than an online application to process.

Paper-Based Application

A paper-based version of the application is available for people without access to mobile phone numbers or the internet. Paper-based applications are slower than online permit applications or renewals. A paper application is available from your local council. 

For paper-based applications, enter your personal details and then take the form to your next medical practitioner appointment (GP’s and Occupational Therapists only). They will enter their own medical practitioner details and complete the medical assessment.

Take the completed form to your local council.
You can expect an update about your application once it has been processed by your council. Once the council determines the outcome, you should receive advice in the mail within 7 to 10 days.

Permit Types

There are 3 types of Accessible Parking Permits available to residents of Victoria.

  • An Australian Disability Parking Permit (ADP) – For Individuals
  • A Victorian Double Time Permit – For Individuals
  • An Australian Disability Parking – For Organisations

Changes to the scheme include:

  • Short term injury permits are now available for 6, 12 or 24 months.
  • Individual ADP and Double time permits have been extended to 5 years. Organisational Permits will be valid for 1 year.
  • The permit holder is now issued with a single permit. Permits are expected to travel with the holder rather than a specific vehicle or carer. A permit is only valid when the permit holder is in the vehicle.
  • A state-wide permit design to reduce the number of permits. Councils have until December to adopt the new process.
  • The inclusion of Occupational Therapists in addition to GP’s as assessors for permit applications.
  • Existing permits are still valid until their expiry date or 30th June 2023, whichever date occurs first.
