An inquiry will be held into the NDIS Quality and Safeguards Commission, looking closely at how it operates.

The NDIS Quality and Safeguards Commission is an independent agency that was set to improve the quality and safety of NDIS supports and services.
The Inquiry has been called by the Joint Standing Committee on the National Disability Insurance Scheme.

The Committee has decided to conduct an inquiry into the NDIS Quality and Safeguards Commission (the Commission) to:

examine systemic and ongoing issues about the operations and framework of the Commission.

People are being encouraged to make a submission if they wish to have a say about the Commission. 


Submissions can be confidential.
Closing date for submissions is Friday, 31 July 2020.

The Terms of Reference (or what they will be looking at) for the Inquiry are:

  1. The monitoring, investigation and enforcement powers available to the Commission, and how those powers are exercised in practice;
  2. The effectiveness of the Commission in responding to concerns, complaints and reportable incidents – including allegations of abuse and neglect of NDIS participants;
  3. The adequacy and effectiveness of the NDIS Code of Conduct and the NDIS Practice Standards;
  4. The adequacy and effectiveness of provider registration and worker screening arrangements, including the level of transparency and public access to information regarding the decisions and actions taken by the Commission.
  5. The effectiveness of communication and engagement between the Commission and state and territory authorities;
  6. The human and financial resources available to the Commission, and whether these resources are adequate for the Commission to properly execute its functions;
  7. Management of the transition period, including impacts on other commonwealth and state‑based oversight, safeguarding, and community engagement programs; and
  8. Any related matters.

Your submission might talk about some of these points or all of these points.
Submissions can be short, and just share what you think is important.

What next?
The Joint Standing Committee on the NDIS will review all of the submissions.
They may also have Public Hearings where some people might be asked to present more information or evidence.
They will then write a report sharing what they have found and recommendations or ways on how things can be improved.
No date has been set for when this report will be given.
